Peru — Boleta de garantía still refused when issued directly by a foreign bank

Desk feedback confirmed across three issuances this quarter: Peruvian public beneficiaries continue to reject foreign-issued demand guarantees and require a local boleta or póliza de caución issued by a Peruvian entity supervised by the SBS. Counter-guarantee routing remains the only workable structure; the country record now states the tail and the local form requirement explicitly.

Operational impact

Any direct guarantee quoted for a Peruvian public beneficiary must be re-quoted as a counter-guarantee. Expect +5 to +8 working days and a local issuing bank commission the applicant has not budgeted.
