The structure is primarily bank-to-bank: foreign counter-guarantee followed by local guarantee. The local bank applies exchange control regulations and its own model.
Local issuance / counter-guarantee
For a non-resident principal in favor of a resident beneficiary, the local guarantee is typically issued by an approved intermediary Algerian bank, pre-covered by a counter-guarantee from a prime foreign bank.
